Honorable Dennis Hastert
Speaker of the House

Dear Mr. Hastert,

In 1993, President Clinton illegally authorized himself to send American troops to serve under the United Nations, and then classified that document (Presidential Decision Directive #25) so that even YOU may not read it! Michael New joined the Army that same year.

In 1995, Michael New refused to wear a United Nations uniform, because of his exclusive allegiance to his own country, and his refusal to be turned into a mercenary.

In January of 1996, Michael New was court-martialed.

Over a period of two years, a Federal District Court, the U.S. Court of Appeals, and the Supreme Court denied Michael New a hearing in civilian courts, until he "exhausted his military remedy."

In May of 1998, after 28 months, the Army Court of Criminal Appeals heard Michael New’s first appeal in a military court.

Now, eight months later, the ACCA has still refused to rule on the appeal. Even if they rule today, it appears that more years may be consumed in waiting for the next levels of appeal.

Exhaustion appears to be precisely what the Army is looking for. It would appear that the military, (wearing uniforms that Michael New is trying to protect), are simply stalling for time until Mr. Clinton’s term is expired.

Congressman Hastert, justice delayed is justice denied!

I call upon you to inquire of the Department of the Army and the Pentagon, and request that they explain to the American people, through our elected representatives, why it is that an American citizen can not get timely legal attention. If an answer is not forthcoming, I request that you refer the matter to an appropriate committee for possible legislative protection for all current and future American service-personnel, that NO commander may FORCE them to serve under ANY foreign power, including the United Nations, against their will. This is a fundamental freedom that defines national sovereignty and citizenship.
